During the meeting, Jeffrey S. Goss, Vice President for Southeast Asia, Executive Director of the Office of Global Partnerships and Extended Education , and leader of the Ira A. Fulton School of Engineering at Arizona State University (ASU), shared an overview of Arizona State University's operations.

According to Jeffrey S. Goss, ASU is currently a leading public university in the United States with approximately 190,000 students, spending around $1 billion annually on research, and continuing to grow. ASU is also one of the very few universities in the US and the world that can fully implement this range of activities through public-private partnership (PPP) models.

Jeffrey S. Goss assessed that Vietnam is clearly focusing on building shared infrastructure, developing human resources, promoting research, and enhancing the nation's intellectual standing in the semiconductor field.

Emphasizing that Arizona State University has long been a close partner with Vietnam, Jeffrey S. Goss expressed his delight at the positive changes in the government apparatus of Hanoi and the country as a whole. The Arizona State University leader also affirmed his readiness to support and his desire to maintain an open channel of dialogue with Hanoi and Vietnam to jointly promote cooperation.

For his part, John Neuffer, President and CEO of the Semiconductor Industry Association (SIA) – the organization representing the US semiconductor industry – expressed his pleasure at returning to Vietnam. "Every time I come back, I am truly impressed by the progress you have made," Neuffer emphasized, adding that the Washington-based Semiconductor Industry Association currently has many members operating in Vietnam, such as Intel, Samsung, Qualcomm, Qorvo, Amkor, Marvell, and others.

Affirming that Vietnam has made significant progress and is becoming an increasingly attractive option in the global semiconductor supply chain, John Neuffer also expects Vietnam in general and Hanoi in particular to be able to take advantage of development opportunities in the context of the global semiconductor industry growing at an extremely rapid pace, even reaching a value of $1 trillion sooner than expected.

Stating that it is crucial for Vietnam in general and Hanoi in particular to clearly define its competitive position, John Neuffer also expressed confidence that partners are on the right track, fully determined to continue moving forward and integrating more deeply into the global value chain.

Speaking at the meeting, Hanoi Party Secretary Nguyen Duy Ngoc thanked the participants for their valuable insights and information about the semiconductor industry. He also expressed confidence that the workshop would lead to many decisions that would contribute positively to the development of the global semiconductor industry, Vietnam, and Hanoi.

The recent National Assembly session at the end of 2025 continued to focus on fundamentally completing laws on science and technology, artificial intelligence, digital transformation, etc., to facilitate Vietnam and Hanoi's access to the world in these fields.

Hanoi has a system of central-level universities located within its territory, alongside city-level universities. The Party Secretary assessed this as an important resource that could be combined with Arizona State University to build a workforce to serve development strategies and directions that today's conference may outline.

On this occasion, Hanoi Party Secretary Nguyen Duy Ngoc requested that the delegates attending the seminar pay attention to and introduce investment opportunities, as well as support connectivity for Hanoi and Vietnam.

The Party Secretary expressed confidence that the delegates would have meaningful working days in Hanoi and would always make positive contributions to help the city develop even more strongly in the future.
